Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. As a general rule of thumb - you can and should fuse any and all Personas for higher level Personas. You get rid of him either through fusing or releasing. Initial Izanagi is pretty much terrible unless you take your time to diffuse high level Fool Arcana into an Izanagi with good skills. Get a new persona right now either through fusion or shuffle.
